Background and Introduction of Specialized Information and Communication Technology Holding

To participate in every aspect of every field regarding the construction of the country, play their role as a pioneer in the development and construction of Islamic Iran, and to participate in all civil, industrial, petroleum, and gas projects, the Khatam al-Anbiya Construction Headquarter created Samavat specialized group in 2005-06 to carry out the construction task in the field of electrical power, telecommunications, and information technology (ICT).

Samavat specialized group utilizes the manpower of Fava IRGC and the capabilities of the Khatam al-Anbiya Construction Headquarter in the first year of their establishment, they designed, supplied, installed, implemented, and exploited Samavat satellite network to provide service to Gorb projects all around the country with more than 250 sub-terminals and the main hub. Afterward, they designed, executed, commissioned, and exploited an extensive integrated network comprising satellite, optical fiber, radio links, and leased lines (National Intranet and MPLS) with more than 400 links.

Samavat group carried out more than 10,000 km of the optical fiber project in 2011-12 all over the country and became a pioneer and powerful contractor in the field of the communications infrastructure of the country.

Taking into account the capability and trust regarding Samavat group, the great project of signaling I.R. IRAN Broadcasting via high-capacity microwave links all over the country to cover the service area of 45% of Iran’s population and without the need for the satellite was assigned to this group in 2013-14. Accordingly, this project was executed successfully and its final stages are about to be completed.

Enjoying the experiences from other projects, the Samavat group won the tender in 2014-15 regarding Iran’s National gas dispatching project. This is a hi-tech project and it is under execution.

This group provided a technical proposal with a reasonable price and won the project for the optical fibers transmission system with a high capacity and enjoying the DWDM and NG_SDH technology of the telecommunication infrastructure company in 2015-16. On account of this project, this group stabilized its position as a pioneer telecommunication contractor in the country, as well as in western Asia.

Samavat group obtained the projects of signs and communications of Gorgan-Inche Borun, Kermanshah-Khowsravi, Ahvaz-Andimeshk, and Chabahar-Zahedan railways in 2016-17 and 2017-18 taking into account the field of activity, specialty, and capability of this group.

Considering the structural changes of the Khatam al-Anbiya Construction Headquarter and creating specialized holdings, the Samavat group was transformed into specialized information and communication technology holding upon the order of the respective commander.

This holding successfully carried out projects in the field of petroleum and refinery in 2018-19, which resulted in obtaining the projects of telecoms system of Damavand petrochemicals, NGL 3200 western Karun, as well as the Chabahar Shahid Beheshti Port expansion plan.

On account of enjoying specialized manpower and the gained experiences in Iran’s National gas dispatching project, this group won the tender regarding the SCADA system in 2018-19 concerning Tehran province gas, which is in the executive operation commencement stage.

Besides, this specialized holding successfully was the winner of tenders of signaling Karaj-Hashtgerd subway and drainage of reservoirs of Golestan province in 2019-20. Moreover, it is included in the shortlist of the competent contractors of the Iranian Space Agency for designing, constructing, launching, and delivering satellites in earth’s orbit.

Currently, this holding enjoys the experiences and knowledge acquired in the previous projects and seeks to work on international projects in neighboring and Muslim countries.
